This consultant's report to the Connecticut Commission on Human Rights and Opportunities represents a portion of the Commission's examination of the causes and extent of systemic housing discrimination in Connecticut under a special grant from the U. S. Department on Housing and Urban Development. The consultant has been requested to review the status of zoning in the State to assist the Commission in determining whether or not individual zoning regulations and the aggregate of zoning practices throughout the State contribute significantly toward the denial of housing opportunities to classes of the State's population legally protected from discrimination.
