Caption: "HALTS WORK--Workmen wade through water in Park River after coffer dam at Capitol Ave. bridge burst Tuesday afternoon, flooding part of dried-up river. Concrete conduit is being built, through which river will eventually run. Dam had been threatening to break and all workmen were evacuated in time. Bottom of concrete conduit, however, became covered by 15 feet of water. Repair work on dam is expected to take about a week."
