The liberty bell hangs from a wreath covered wooden cradle mounted on a P.B.&W.R.R. flatcar. Three uniformed police officers are standing on the flatcar, one standing next to the bell holding a child and looking toward the camera. One stands by him with her back to the camera. A crowd of men and boys stand on the railroad tracks in the foreground.
